Martha Elvey, M.B.A.
Ms. Elvey is the former Director of the Financial Review Division of the Public Utility Commission of Texas, a position she held from 2000 until her retirement in 2005. Her primary responsibility was to oversee the regulatory work of the accountants and financial analysts in the Division, including the setting of electric utility distribution and transmission rates, the estimation and recovery of electric utility stranded costs, and other areas of regulation where financial expertise was needed by the Commission. During her 16-year tenure at the Commission, Ms. Elvey worked on a variety of cases and projects and filed numerous testimonies in regulatory proceedings. She was the project manager for the Commission during the divestiture of all of the electric assets of AEP Texas Central, and oversaw, along with the Commission’s financial advisor, the issuance of more than $3 billion of securitized transition bonds, that were issued by three utilities to recover stranded costs. Other areas of expertise include utility rate of return and nuclear plant decommissioning funding.
Ms. Elvey has a B.A. in Mathematics and an M.B.A. in Finance and Accounting from The University of Texas at Austin.
