Michael E. Etchison, J.D.

Mr. Etchison brings to Competitive Assets a set of skills that include regulatory and legal expertise in the electric utility field. He  performs a variety of advising, monitoring, and research assignments for clients.

As proprietor of MLE Consulting, Mr. Etchison draws on his five years in the General Counsel Division of the Public Utility Commission of Texas (PUCT), his abiding interest in Austrian and New Institutionalist economics, and his use of Web technologies in creating information architectures. In his private law practice he represents clients before the PUCT in contested dockets and rulemakings. He also publishes an improved version of the daily and weekly listings of  the PUCT Filings List Service.

At the PUCT Mr. Etchison's experience included responsibility for numerous fuel cases, rate cases, the first Texas wholesale competition cases, and major transmission CCN cases. While serving as Assistant General Counsel at the PUCT, he dedicated his own time and resources to create the first complete text of PURA as amended by the 76th Legislature, as well as an antitrust handbook for Texas regulators. Before his work at the PUCT, Mr. Etchison's experience included extensive trial and appellate work, management, and journalism, providing him with a well-rounded set of skills that inform his current consulting practice.

Mr. Etchison is chief designer of Competitive Assets' web-based information services and products. As Competitive Assets' web products designer, he is the creative force behind many web-based products currently available and under development. His creativity is displayed in the innovative conceptualization and design of information products in which he makes complex and voluminous utility information useful and manageable, giving his contributions a unique value to Competitive Assets' clients and customers. Mr. Etchison's ability to see new possibilities and alternatives to traditional utility activities and policies makes his advisory contributions to Competitive Assets particularly valuable to clients who seek to be innovators in the industry. The Web site of the Texas Bar's Public Utility Law Section was also his creation (the link is to his desing, not the current site).

Mr. Etchison's degrees include a B.A. in humanities (philosophy) from Claremont Men's College and J.D. from the University of Texas School of Law.
